The article explores the main types of organization of the corporation and management in Russia. The corporation is defined as a special organizational and economic form of business. There we identified problems, specific, prospects for the formation and development. It was investigated the features and structure of corporations , as a result of its membership of the integration processes . It was measured the economic and financial management aspects, which may be useful in the development and investment attractiveness of the corporation. The Corporation is a more complex business structure. Corporations  have certain rights, privileges, and liabilities beyond those of an individual. Doing business as a corporation may yield tax or financial benefits, but these can be offset by other considerations, such as increased licensing fees or decreased personal control. The article deals with development of hydropower in the Altai region. Indicates the need for widespread adoption in the economic practice of farms renewable energy. Provides information about the basic types of equipment of small hydro power plants. Analyzes the main problems encountered during the construction and operation of small hydroelectric power plants. In this time have a potential for the construction of small hydroelectric power stations for the needs of farms in the area of the foothill zone of the Altai Territory. It is noted that the implementation of such a project is possible only at the state level, because of the large amount of necessary investments. As a priority area of hydropower development for the needs of farms Altai proposed project of building 26 small hydro power plants on the rivers Charysh, Anouilh and Peschanaya. Indicated that the project could provide more than 95% of the needs of agriculture in the region's electricity . According to the analysis of the above issues,we can the following conclusions: (1) small hydropower plants are spent in terms of technology and affordable source of renewable energy, and (2) is now possible to create a sufficiently large hydroelectric complexes of low power, the ability to make a significant contribution to the region's energy supply structure and (3) the market has a large number of manufacturers of equipment for hydroelectric small power, including and domestic enterprises, which allows to put into practice projects by individual energy supply, without any technical difficulties, (4) the high priority in the development of small hydro power plants, in relation to the needs of the agriculture of the Altai Territory is to create a pool of 26 small hydro power plants on the rivers Charysh, Anouilh and Peschanaya with a total installed capacity of 404 MW, with an annual production volume of 1540 million kWh of electricity per year, and (5) small hydropower plants are a priority of energy supply based on renewable energy sources of agrarian industry in the foothills southeast of Altai Territory.

The current system of intergovernmental fiscal relations , the trends of its development in Russia , including the alignment process , aimed at smoothing the territorial differentiation of socio- economic development of regions. The main task of any state , regardless of the device is to smooth regional disparities through a reallocation of financial resources. In this case, the stability of intergovernmental fiscal relations between the federal center and the subjects of the federation is largely determined by well-functioning system of fiscal federalism. Currently, the budget process is characterized by serious contradictions that arise during the development phase as well as on the stages of implementation of management decisions. Global experience demonstrates the lack of an optimal model of intergovernmental relations . Vertical alignment is the process of achieving a balance between the commitment of each level of government expenditure with the potential of its revenue sources . The tools include the vertical alignment of the fixing of taxes for a certain level , subventions and subsidies, regulating the distribution of income. The horizontal alignment is aimed at providing a unified standard level of consumption of public services to the residents of different regions of the country. With reference to the Russian economic space horizontal alignment problems are quite complex , since there are strong differences in socio-economic development of the regions due to climatic and historical factors .

As a result of experimental observations and theoretical analysis revealed some heaven - mathematical model of the mechanism of the resulting impacts ( PMB ) , or the result of negative consequences from exposure to liquid, solid and gaseous waste production and life , and showed that the ecological condition and security of the region or individual land can and do have , in varying degrees, all or almost all of these wastes and their components. Currently, as the main source that impact on virtually all aspects of the environment and especially on health and longevity , is a non- satisfactory collection, recycling , disposal , use, and disposal of solid , liquid and gaseous waste , both in production and especially consumption (MSW) .
Developed and recommended the introduction of innovative methods and basic techno-logical scheme providing for decontamination, cleaning , processing and use of the liquid, gaseous and solid industrial and domestic waste and use of as waste itself and refined products. First of all: - a way of techno -logy and storage of solid waste in mines abandoned mines to produce fuel gas and humus product suitable for use as a fertilizer - how , technology and integrated circuit technology provides for joint decontamination, cleaning , processing and the use of liquid , gaseous and solid waste enterprises of light industry - the methods and technologies of waste disposal , mine and discharge groundwater liquidated bathrooms mines involving extraction and regeneration , in order to use different metals ( including iron) , which are in wastewater. The developed ITATION and recommended the introduction of major technological and innovative ways to take into consideration in this scheme , economic , environmental, social , technical and technological features of the enterprises and the region, including the problem of industrial safety . According to preliminary calculations, the payback period of the costs of implementation and development of methods and technologies developed will be from three to twelfth years.
