In terms of pricing inefficiencies in the market for housing and communal services necessary to develop a management system that would allow to improve the system of tariff policy, while maintaining the reliability and quality of supply of public utility services by consumers of the complex, as well as to maintain a balance between the interests of the consumer and public utilities companies. In this regard, the article discusses the scheme for determining the tariffs for housing and communal services, to analyze the changes in order to determine the utility rates. Based on this analysis, determine the cause and mechanism of the positive results of the implementation of client-management, in which, as a single information resource of housing and communal services, provided state information system.

In this article the author examines current challenging aspects of functioning of the supply chains in trading networks, scientific and factographical evaluation of which allows making several conclusions. On the one hand, such kind of strategic situation is factographically objectified by the author. On the other hand, it preserves the problem of instability of being formed supply chains overcoming of which is possible by means of regulatory intervention of the state. The author defines the dominant position of the state not so much from the point of view of present on today`s market paternalistic beginning as from the position of estimation of potential possibilities of adjustment of goods distribution cooperation and defining it rules.

In the article the author examines factors and reasons causing the problem of strengthening the power asymmetry as a result of market expansion of trading networks, which is identified by the author as a system empirical trend in the market determining structurization of its organizational field.
Evaluating the high potential of development of format trade in the Russian market, the author concludes that the rapid expansion of trading networks creates enormous pressure on the manufacturing business: increasing potential difference is transforming into asymmetry of market power of network retail trade and production companies that stimulates the process of their extremely non-equilibrium strategic positioning in the system of goods supply in the domestic market of the country.
The author comes to the conclusion that the potential of building mutually beneficial strategic partnership relations between manufacturers and trading networks is today relatively restricted by reason of dominant position of networks in the system of goods circulation in the consumer market. Formation of economically effective and strategically balanced partnership alliance of networks and suppliers occurs predominantly only with medium-sized and large manufacturing FMCG companies which have sufficient level of technological capacity and resources which allow them to produce quality high-tech production adequate positioning of which automatically creates in the market powerful production brand.

The article is devoted to the formation of scientific and methodological base management of natural and man-made risks that arise in urban areas in the realization of investment and construction projects for the development of the urban environment. The article indicated the essence of the mutual influence of economic , social and environmental processes that occur in the realization of investment and construction projects for the development of an urban environment , the purpose and objectives of risk management of urban areas are determined , the necessity of applying the relevant scientific and methodological apparatus that takes into account the main socio - and environmental factors including economic and mathematical methods and models of assessment and prediction of the level of risk is based . As a result of proposed scheme is described in detail and the strategic management of natural and technological risks of investment and construction projects of development of urban territories , which includes five elements : 1) determining the level of acceptable risk and the list of measures of regulation security development based on the socio -economic factors , and 2 ) the organization of a permanent monitoring natural and built environment conditions and the level risk of livelihoods of the population , and 3) formation of a rational allocation of resources for preventive measures and reduce the risk and the negative impactof , and 4) implementation of a complex program of measures to reduce risk , and 5) carrying out of repair work and / or reconstruction . The proposed scheme improves the efficiency and rationality of strategic urban planning of urban environment .

The article is devoted to the formation of scientific and methodological basis of socio -ecological and socio-economic risks that arise in urban areas in the process of realization investment and construction projects for the development of the urban environment. The authors identified the contradictions economic substantiation of development projects of territorial development and socio- environmental factors, the adverse effects of their realization, on the basis of which concluded the need for modernization of the basic principles of risk management for sustainable development of urban territories . The article proposes a set of principles that are required for the formation of an effective system of risk management of investment and construction projects of development of urban territories, which includes five interrelated principles : the principle of the matter of feasibility activity, the principle of optimization of protection, the principle of an integrated estimation of the danger, the principle of ecosystem sustainability, the principle of "the polluter pays".
