In this paper, an analysis of the problems and tasks arising from the design of situational awareness tools has been carried out. As a result, it has been established that the approaches in this area do not satisfy the requirements for modern intelligent tools for operational decision support for the reasons for the lack of methods and tools reflecting the dynamics of information processes and a distributed information processing architecture with weakly structured properties. The methods of operating and extracting knowledge from semistructured dynamic information are proposed.

The article presents materials on the creation of Parking management AIS. The results of simulation modeling, which allowed to identify the "bottlenecks" of the project. Design diagrams have been corrected, processes have been included to optimize the operation of the Parking lot. The user interface is shown, the prospects of the system development are outlined.

The construction of mathematical models of technical objects is most often associated with the mathematical processing of experimental data. Due to significant non-linearities, approximation of such dependencies using known methods (polynomial expansions, spline approximation, etc.) is, firstly, difficult, and, secondly, is associated with large errors. Studies have been conducted to create and substantiate an alternative to the existing “Cut-Glue” method of approximation (CGA).In the CGA problem, there are three subtasks: fragmentation, approximation, and multiplicatively additive processing of the results of the first two subtasks. The initial subtask is data fragmentation. It is a preparatory stage for the subsequent stages of the implementation of the Cut-Glue approximation method.The method of its solution is based on logical-combinatorial features and conditions for partitioning multidimensional data. It allows you to consider the maximum possible number of various solutions when searching for the best.The CGA method implements a fundamentally new approach and is designed to solve the problems of experimental description of nonlinear dependencies. To implement the CGA method, the software package ""Algorithmic structure and functionality of the"" CutGlueApproximation ""software complex was developed. The article describes the nature and capabilities of the functional implemented in software tool ST. ST can be used as part of the entire software package (SP) or independently to perform intermediate tasks in isolation from the entire complex. The connection between the parts is realized with the help of auxiliary libraries, which allow both to use input data and to present the resulting data in various forms, which makes the SP more flexible. A convenient user interface contains many variable parameters for flexible configuration and convenient structured information output at all stages. With the help of the developed ST, many demonstration experiments have been carried out.

This article examines the structure of the mathematical model, which is based on the agreement of private and public interests of agents. The main task of modeling is to review the possible options and determine the appropriate strategy to maximize revenue for those promoting innovations. The first option is the public interest (interest of the enterprise). In this version, agent promotes innovation, for which he receives encouragement from the supervisor. The second option is a private interest (personal interest of agent). Here agent is engaged in third-party activity, which also brings him income. The model is hierarchical, two-level. The algorithms for constructing equilibria for different game strategies are given. The numerical implementation of the proposed algorithms is based on simulation modeling. Numerical calculations are carried out. A comparative analysis of the effectiveness of various management mechanisms for the model of innovative development of the enterprise is given.

The article is devoted to the close studying of heat transfer and hardening of the ingot in the secondary cooling zone (further SCZ) in the continuous casting machine (further CCM), and also determining a stress-strain state of the ingot including continuously varying temperature field inside it in order to prevent the process of buckling the ingot by setting rollers in the center of the largest displacements and deformations and as a consequence of reducing the length of the roller section. This aim is achieved through the development of methods of calculation of the stress-strain state of the ingot in a CCM with a help of the temperature object decision, correct selection of the approximation model of the experimental data and the selection of finite element-based on the Lagrangian description of motion of a continuous medium and comparison the calculation results for multiple selected sections.

The article is devoted to the problem of planning the trajectory of an unmanned vehicle-electric vehicle. The results of the development, software implementation and research of the algorithm for constructing the optimal trajectory of the unmanned vehicle in a well-known environment - part of the urban environment are presented. As a basis, a fast-growing random tree (RRT) algorithm was used to construct a path between two points. At the same time, it was optimized regarding the algorithm for removing unnecessary vertices in order to build the optimal trajectory as well as taking into account the vehicle’s kinematic constraints using the Dubins curves on the turning radius of a transport electric vehicle for entering turns. As input data, a binarized map of the city’s terrain was used, as well as set coordinates of the starting and ending position of the vehicle. Research is also conducted on the speed of calculating the RRT method, depending on the system power.

The outlines of the composition of intelligent models for the assessment of complex risks, consisting of a ways of extracting and formalizing knowledge based on an ontological model, intelligent models for evaluating the process, structural and system aspects of risks are determined. A method of forming a composition of models for the assessment of complex risks, based on the decomposition of the problem of risk assessment into separate requirements, is proposed. The boundaries of the participation of subject matter specialists and / or risk management specialists in setting up, training, adapting and assembling both individual intellectual models and their composition as a whole are determined.

The creation of a social project-a portal for the management of Rostov-on-Don "South-Western deanery". The second and third stages of the LC IP creation are presented: design and implementation of the portal. We used CASE technologies for design. The UML language in the Rational Rose platform realized methods of the object-oriented approach. ERD diagrams were built, using ERWin case technology for the database design according to the rules of IDEF1 and IDEF1X standards. The user interface design is also given. The described model was implemented, using the WordPress CMS technology platform. The fragments of the created Web-resource are given.

The article considers the possibility of constructing a formal negotiating model of the principal-agent, used to predict the behavior of subjects in the case of intra-firm management. To build such a model, we consider a number of necessary conditions and principles for the relationship between the principal and the agent, such as the common goal and various interests, the project is the interaction subject, the agents are active and form the maximum coalition, interaction and cooperation of principal and agents are based on democratic management style and collegial decision-making under uncertainty.

This article presents a mathematical model of the distributed registry as a Queuing network. The main components of this network, as well as their formal representation are considered. The model of the peer-to-peer network is visualized, the vector of the network state is defined, and the restrictions of the state space are defined. After that, the laws of distribution of individual flows and service time were presented. In addition, the design elements of the infinitesimal matrix were determined. Based on the data obtained, a simulation model of this process was produced. For simulation, the Anylogic package was used. The results of simulation were analyzed and the most optimal parameters were selected.

The paper proposes the composite architecture of a multi-agent bionic search system based on swarm intelligence and genetic evolution for solving the problem of covering sets. The modified paradigm of the particle swarm is described, which provides, unlike the canonical method, the possibility of using positions with integer parameter values in the affine space. Mechanisms for moving particles in affine space to reduce the weight of affine bonds are considered. The developed position structures (chromosomes) are focused on the integration of swarm intelligence and genetic evolution. The time complexity of the algorithm, obtained experimentally, coincides with the theoretical studies and for the test problems considered is О(n2)- О(n3).

Was proposed method for structurally-parametric synthesis of control laws for n-order nonlinear objects with functional uncertainty on state and control. Moreover, control objects may have an unstable state of equilibrium, and their output matrix may contain right eigenvalues.The algorithm of structural synthesis of the proposed method is based on setting the law of derivative change n-th of state`s variable of synthesized automatic control system, applying of operator-parametric feedback on the calculated inversed undefined gain coefficient value of control object and usage an observer of state`s variables and of a compensating coupling on the deviation of the state`s vector of the synthesized and etalon system.

The article considers a number of proposals aimed at improving the efficiency of the design, training and operation of neural network models within the framework of control systems for complex objects. This includes: organization of processing of networks of large dimenstionality; development of neuroevolutionary procedures; providing opportunities for the formation of neural network models in a single cycle of designing automated systems. The hierarchical construction of network structures is considered as an apparatus that provids work with network models of high dimensionality. At the same time, unlike the traditional approach associated with cutting the graph of an already synthesized model, the article proposes procedures for synthesizing a generalized model from structural elements. The formal descriptions of structural synthesis introduced in the article can serve as a basis for organizing software and hardware interfaces of the forming models. The formation of such neural network structures within control systems is associated with the proposed and described concept of neural network regulators as the basic elements of building intelligent automated systems. The article also examines and describes as a neuroelement a model of a dynamic neuron with a state memory, allowing to implement the mechanism of self-evolutionary development of the network directly in the course of its operation.

The issues of violations of the terms of delivery of goods on the railway network are considered. The main reasons for the violation of the delivery time are systematized on the example of the North Caucasian Railway. The North Caucasian Railway serves the ports of the Azov-Black Sea basin and the consignees of the Southern region. Over the past 10 years, the volume of loading of export cargoes to the ports of the Southern region has increased by more than 47%. Despite the relatively high reliability of cargo delivery, a negative trend in the increase in financial risks of the company RZD was noted. An analysis of the claim work was carried out, in connection with the violation of the delivery deadlines. The issues of speed and delivery of cargo and empty shipments at the North Caucasian Railway are considered. The main reasons for the arrival of goods with broken delivery dates were: the receipt of wagons with broken delivery dates at the joints of the road; Excessive availability of wagons to ports and port oil depots; an increase in the number of passenger trains in the summer. Mechanisms for managing the delivery time in rail transport on the basis of logistics and information technologies have been developed. Expansion of the zone of logistics management of railways traffic to ports based on the use of information systems that allow monitoring of operational work, identify problems of the road network, will reduce the load on the infrastructure of the port roads, fulfill all budgetary targets, and obtain additional profit.

The analysis of reliability of systems of an electricity transmission during which the main causes of the power outage in the consumer were identified. With the help of computer simulation, the results of operation of autonomous inverters are obtained with different number of voltage levels. The prospects of using the devices for balancing the incomplete-phase regimes on the basis of multilevel voltage inverters, which improve the reliability of power supply to consumers, are considered.

The possibility of getting natrium-carboxymethylcellulose with given viscosity from different raw materials for oil industry is shown in the paper. The regression model, connecting rheological characteristics viscosity with parameters of the technological process is proposed. The program for IDE Microsoft Visual Studio medium which may be used for calculating Na-CMC synthesis parameters, providing the given in the frames of the technological process viscosity value, is developed.

This paper deals with the investigation of crack strength of nuclear reactor cooling system wedge valve body. The main fracture mechanics expressions linking stress intensity factor with cracklike defect length are presented in the introduction. Analytical equations for reliability function evaluation are obtained, fracture toughness and stress intensity factor are viewed as Gaussian random values in the second part of the paper. The statistical linearization method is used to determine the distribution parameters (mean value, dispersion). The stress intensity was estimated by the finite element method with the use of SolidWorks Simulation system. Calculations are done for different types of cracks: throughwall, edge and semielliptic. It is shown that the presence of cracklike defects, even of small length, rather reduces the level of reliability function.

Existing methods for character recognition are considered, and the advantages and disadvantages of using neural networks for character recognition are revealed. The review of methods for character recognition is given. The advantages and disadvantages of algorithms for text recognition are also defined. The algorithm of the simplest single-layer neural network for recognition of calligraphic and printed figures is realized. In the work, the learning ability of this single-layer neural network was analyzed.

The article focuses on the developement of a stemmer for Pymystem morphological analyser. Theoretical justification for morphological analysis selection as a high-priority task of linguistic text analysis is given. The state-of-art analysers are described, their strengths and shortcomings are highlighted. The authors propose a core algorithm for nested structures splitting into structured class hierarchy. A method for selected parts of speech key features retrieval using regular expression and Python is defined. The main steps of the hierarchy creation algorithm are examined and documented. The researchers analyse core results of the study and describe their findings alongside with propositions for further developement of the presented software.

The process of overcoming the risks of destruction of the life world by young spouses is studied. Methods of cognitive modeling are used. The theory of adaptive control is chosen as the basic paradigm. This allowed the study to build on the existing theoretical basis of structural analysis of adaptive systems with models in the adaptation circuit.To use the practical experience of cognitive modeling of systems with the inclusion of a person in the adaptation circuit, for example, training models based on a double feedback loop. It is proposed to use the technology of solving problems, based on the experience of past situations, namely, the technology of output based on precedents (Case-Based Reasoning, or CBR). A generalized adaptive model of reducing the risks of destruction of the life world of a young family on the basis of a double CBR – cycle is developed. The model describes the process of self-development of young spouses through continuous training in complex problem situations

Abstract: the results of the analysis of existing and projected volumes of export cargo transportation in the freight-stressed areas of the Russian railway network to the ports of Azov-the black sea basin are Presented. The distribution center is one of the main elements of the distribution system, which forms the structure of the movement of resources. It is responsible for ensuring the efficient allocation of the flow of resources. The effective location of the distribution center allows you to reduce the cost of allocating resources to 30%. The method of solving the problem of effectively securing demand zones for a particular distribution center is proposed in this article. The uncertainty of the initial parameters is taken into account when solving this problem. The result of solving the problem of determining the effective location of distribution centers is a set of fuzzy intervals. These intervals determine the coordinates of the location depending on the parameters of the task, namely, the demand of consumers, the capacity of distribution centers, the distance between the resource consumers and the center. The location of the distribution center will be determined not by a specific numerical value, but by a fuzzy interval that will determine the region of the best location. A software application is developed that allows you to specify parameters in a fuzzy interval form, on the basis of which the results of solving the problem are formed. The cost of delivering resources to consumers changes significantly with the change in the number and location of distribution centers, so the issue of rational distribution and the number of centers is important. This task becomes especially relevant when a new distribution system is being designed, or the existing system is being modernized.
