This article is devoted to description of structure of methodology of modelling of hierarchical problem-directed systems on the example of social and economic systems. In the basis of methodology the principle of a combination of the formalized methods of modelling and expert procedures is put. Modelling of hierarchical system is offered to be spent by means of multilayered fuzzy cognitive maps. Filling of the block of logical-mathematical models in structure of process of decision-making is described in detail. The offered methodology provides the development and choice of well-founded administrative decisions.

In the article the approach to modelling and the analysis of functioning of difficult systems based on indistinct cognitive maps is described. The theoretical part of the article is devoted description of modern family cognitive maps, the short characteristic and the analysis of following groups is given: Cognitive Maps, Fuzzy Cognitive Maps, Fuzzy Cognitive Maps by Silov, Rules Based Fuzzy Cognitive Maps, Generalized Rules Based Fuzzy Cognitive Maps, Relational Fuzzy Cognitive Maps, Neutrosophic Relational Maps, Dynamic cognitive networks. The concept of fuzzy way is entered for the development of mathematical toolkit and the model of fuzzy pulse process is offered. The practical component of the article is directed on the description of examples of the decision of separate problems of cognitive modelling with application of the device fuzzy directed graph of the 1st kind. The offered approach will allow to develop forecast scenarios of development of difficult system taking into account its reaction on external influences.

The article is devoted to the problem of the research of geopolitical processes on the world regions’ scale under present-day conditions. The article substantiates the necessity of their analysis with the help of the cognitive approach as an effective means of cognition of the interconnections and interrelationships within the complicated systems. With that aim in view the specifics and the stages of the cognitive modeling are given thorough analysis in the article. This type of modeling is adapted to the analysis of geopolitical dynamics on the regional/sub regional level taking into consideration its aptitudes to make prognostic scenarios of the development of the situation. The possibilities of the cognitive modeling of geopolitical processes are illustrated on the example of the situation in three sub regions constituting one (big) the Black Sea – Caspian region.

The article deals with the scientific principles of modern cognitive modeling offered in foreign practice to combine already existing and new models in the future in the form of cognitive architectures. Our approach is based on the concept of a unified theory of cognition, described by Alan Newell, which offers the general provisions for cognitive models used in all areas. In the computer environment, the theory is realized in the form of cognitive architectures. Shown, cognitive architecture is a system integration of static and behavioral models, which provides a solid approach to modeling knowledge of social processes, from the empirical data to quantify the simulation of results, from level of the neural description to system level, thus the cognitive model is scaled to higher level with preservation of qualitative properties, and as a platform for integration the storage of data serves. Formally described by the level of integration corresponds to the construction of integrated information environment that combines unified storage of data with appendices of analytics.

The article analyses the problem of applying the scientific method of modeling to the investigation of geopolitical processes taking place at the world regional/sub regional “sites”. Preceding from three possible approaches to studying geopolitical dynamics under glocalisation, that is description, formalization and quantification, the author analyses three structural levels of geopolitical modeling. With this purpose in view he analyses the peculiarities and such constituents of its modification as ordinary, conceptual-graphical (cognitive) and mathematical modeling. Special attention is given to conceptual-graphical modeling and its specific language. Admitting the possibilities of using precise mathematical methods and procedures in geopolitics, the author takes into consideration their scantiness. In this respect the validity of mathematical methods and procedures must be provided with quality expert evaluation. The author's message is that the use of heuristic options of modeling in regional geopolitics may serve as the pledge to growing science capacity of this field of knowledge.

It is shown that for research of difficult processes of social interaction at the present stage of development of system modeling hierarchical systems of cognitive models, cognitive architecture and the integrated systems of modeling are even more often used. With reference to these processes the system of models should reflect various abstractions of the description of structure, various aspects of her behavior, stages (iterations) of its evolution in the course of functioning and development. It is offered to consider architecture of set of models in a need context for the solution of a task at a concrete investigation phase.
