Common conceptions are given about multi-sensor systems. The structure of the data processing unit of multi-sensor system for concentration monitoring of heavy metals ions in aqueous media is described. Main stages of the data processing, – clustering and quantitative identification are introduced. The approach which presupposes use of artificial neural networks, – Kohonen networks and radial basis function networks, is designed. Such algorithmic architecture is implemented which allows to avoid significant computing resources expenses. The program for computer IBM PC in high-level language of application package MATLAB is written.

The mathematical model for automation of search and an assessment of anomalies of volume of a network traffic is offered. The developed model can be used in a traffic control system for the analysis of a condition of the computer network for the purpose of detection of malfunctions of the network equipment, identification of casual and deliberate actions from users, and also action of malefactors.
The offered scheme can be used in a control system of a traffic both internal, and an external network. Input parameters can be described by qualitative values that allow developing base of rules for elaboration of response to the arisen situation.

In article the characteristic of a klasterny approach in economic policy is given and its application in realization of complex strategy of social and economic development of the north Caucasian federal district within two last years is considered. The main cluster in which large investments are carried out, became tourist and recreational. Actions of the main investors – the state and private business are considered. The problems arising during implementation of projects on development of a tourist and recreational cluster are revealed, and ways of their decision are designated.

The author notes that the Russian system is necessary for the selection of professional civil servants across the country and it is even more true for the creative engineering professionals, those who have and can and should create and develop innovative technologies. For a real transition to an innovative economy must create the necessary critical mass of innovation. We lag behind the advanced countries in terms of the application of innovation, integral technological solutions, creating instruments for implementing new technological solutions. Necessary contribution to this process can make Russian Academy of Sciences in the case of its reconstruction. At the end of the article the author comes to the conclusion that it is necessary to attract the real modernization of Russian and foreign specialists examines the latest advances in nanotechnology that have been created in the last months of the year.
