When managing complex systems, for example, an industrial enterprise, an organization, a socio-economic system, etc., it is necessary to take into account the fact that they can be considered as polystructural systems, i.e. as a set of heterogeneous systems, interconnected. A poly-structural system is understood to mean a variety of different components, differing in physical properties, functional purpose, complexity of the internal structure, representing a single whole. The article deals with the management of a polystructural system based on the preparation of management decision making by experts who can evaluate an alternative from the standpoint of a specialist of several elements of a polystructural system. To develop methods for determining and selecting an informed management solution, a polystructural system is considered from the standpoint of system theory and system analysis. A mathematical model is developed, which is the basis for creating information and algorithmic support for the management of the polystructural system.

The article deals with the construction of the exponential smoothing model and seasonal model of the time series on monthly weight data (kg) on imports of commodity groups 07 «Vegetables and certain edible root crops and tuber crops» from 01.2014 up to 09.2017 in the region of the Southern Customs Administration operation. According to the derived model the forecast has been made for October, November and December of 2017 by the weight of the product group 07 in the region of the Southern Customs Administration operation.

It is necessary to switch implementation and cheching of practical and laboratory works into remote mode in order to increase learning efficiency. Then the training process can be individualized by means of directing a student to resolve the problem depending on learning results. It can be easily realized by tools of learning management systems if problems to solve can be checked by tests. Automated scoring can be used in case of impossibility of using tests. But automated scoring can’t completely save trainer from works checking. That is why the opportunity of trainer overwork appears. A technique of definition the opportunity of blended learning and learning individualization degree in case of practical and laboratory works is presented in the paper. The technique was used to check the training efficiency in blended individualized learning in case of practical and laboratory works in classes «System modeling and control automation» and «Systemology and control systems reengineering».

There are different training control techniques developed to increase training and learning efficiency. Mainly they are focused on problems which can be checked by tests. But there is a large class of problems which can’t be checked by tests. These include the most of complex open ended assignments, assignments which help to form skills. The existing control techniques are examined in the paper. The basic control techniques types are observed and the most efficient type based on process approach is defined. A training control technique based on error classification is developed within the process approach. Error categories in complex open ended assignments are defined: current training course errors, finished training course errors, errors, which don’t belong to knowledge and skills.

The article investigates approaches to managing currency risks on the Moscow exchange based on static hedging and taking into account the features of the Russian derivatives market. For more delicate managing currency risks, it is proposed to use barrier options that are not traded on the Moscow exchange. It is shown that the barrier option can be replicated with the portfolio of European options, the strike prices of which are the barrier and the strike price of the barrier option. The main idea behind the approach applied is replication of zero price of the up-an-out call (in the case of crossing the barrier) by the linear combination of European call options with different time to expiry. Examples of constructing replicating portfolios of options on the futures contract for the US dollar - Russian ruble are given . Further analysis of the portfolio's value dynamics demonstrates the inadequacy of the classical Black-Scholes model for the Russian derivatives market. The approaches of static hedging barrier options in jump models are disscussed.

This article determines the approach to the implementation of the role model in the implementation of 1C-Bitrix, shows the key approaches to implementation and their impact on productivity, allowing to determine the degree of influence of the role model and choose the most appropriate approach regarding the implementation of 1C-Bitrix. The urgency of research of influence of role model on productivity is grounded. The key factors of the construction of the role model affecting speed and productivity are considered. The criteria for measuring the performance of the role model are presented. The results of measurements of the influence of the role model on productivity in accordance with certain criteria are described. The result of the measurements is the analysis of the influence of the role model and the factors of its construction on the system performance on 1C-Bitrix.

This paper describes the smart city definitions and expresses a view that smart city infrastructure consists of digital technologies and information and communication technologies. We make the point that the terms Urban Digitality, Urban Computing and Urban Informatics are used to describe smart city’s underlying digital technologies in English language scientific literature. The three-step American smart city model is analyzed. The model supposes a city to collect information about itself using sensors and other devices on the first stage. On the second stage collected data is transferred by means of wired and wireless networks to be analyzed on the third stage for better understanding of the present situation and what may happen in the future. Having found that the digital technologies of internet of things, social networks and mobility correspond to the stage of «Collect», so as the technology of cloud computing is brought into correlation with the stage of «Communicate» and, finally, that the digital technologies of big data and analytics are compared to the stage of «Crunch», we reveal the substance of smart city technological base.

Smart cities development initiatives, which become the response on growing urbanization, rise the problem of smart city digital technologies study. Digital revolution grows stronger, so it makes possible to use digital information and communication technologies in city management and allows rise of life quality. The digital revolution modern stage is characterized by the technologies combination of the third digital platform which is briefly referred to as SMAC, on the first English letters of social networks, mobility, analytics and cloud computing. This paper describes IBM’s smart city model, which consists of three stages: instrumentation, interconnection and intelligence. Instrumentation means that the workings of the system are turned into data points and the system is made measurable. Interconnection means that different parts of a core system can interact with each other, turning data into information. Intelligence refers to the ability to use the created information in decision making processes. We declare that the third digital platform technologies having been correlated with the model stages could be considered as the digital technologies of a smart city.

The methods of disposal of biological waste of livestock are considered. It is revealed that traditional methods of disposal biological waste contribute to the withdrawal from circulation of large areas of agricultural land and settlements lands. It is proved that in the implementation of technological solutions (construction of the recycling plant) areas of the cattle burial are reduced, which leads to a more rational use of land resources.

Web application building is used in implementation of different systems and tools when users need to be able to work at a distance using different computers. Training control tools where mainstream users are students and teachers participating in e-learning and blended learning are one of these tools. There are different types of web application building methods which have some advantages and disadvantages according to a set of criteria. A problem of multicriterion choice of the optimal solution occurs when choosing the web application building method for implementation of training control tool. Three web application building methods such as: method based on using compiled and compiled-interpreted language, method based on using interpreted script language and method based on using content management system and content construction kit are determined in the paper. A set of basic criteria including: web application building simplicity, web application building speed, experiences and support was defined. Analytic hierarchy process was used in choosing the optimal web application building method. The method allowed defining optimal web application building method for implementation of training control tool: method based on using interpreted script language.

The problem of reducing the costs associated with the performance of work at the construction site, is relevant in view of the ever increasing cost of special equipment and materials used in con-ment, the tightening competition in the construction market. One of the ways to reduce these losses is the search of an optimal variants of the organization of the construction process, in particular for road construction equipment and above all Conveyor (TCP). That this problem is devoted to this work. In the formalized problem of minimizing the losses and costs associated with the delivery with the implementation of various support accompanying PTS use processes. Accounted for a large set of facts which could have a negative impact on the process uses the TCP-tion. These expressions include seven support functions, which in turn depends on a number of constants and simple functions. We studied two of the seven auxiliary functions on demand-built bathrooms in models obtained analytical expressions for calculating the values of these functions.

It is necessary to get a complex integral assessment in object control in different domains. The complex integral assessment is an indicator of problem presence or problem absence in work of control object. It is necessary to get the integral assessment in training control too when there are complex open ended assignments in a training course. In the paper a learning efficiency assessment technique in case of complex open ended assignments is described. It is based on integral indicator assessment using expert methods. The technique was used in the education process in Ufa state aviation technical university during the performance of term papers on the subject «High-level programming». The technique allowed to assess the training course and identified the need for its updating to improve learning efficiency.

Learning efficiency becomes very low when there are complex open ended assignments in a training course. This is connected with not comprehensive complex open ended assignment statistics and difficulties during the problem analysis. In the paper a complex open ended assignments-specific technique is suggested. The technique allows an instructor to analyze problems of training course and their sources conveniently and in detail and correct training model using learning results. The technique and a tool based on it were used in the education process in Ufa state aviation technical university during the performance of term papers on the subject “Design of automated system of data processing and control”. The learning efficiency increased by 14% as a result of using the technique.
